| 摘 要： | 当代中国的政府间纵向关系可以用结构性要素、体制性要素、调控性要素等三组要素来分析。根据这三组要素的变化,当代中国政府间纵向关系的变迁可以分为三个阶段：基本形成阶段、调整阶段和发展阶段。改革前对政府间纵向关系的调整有许多值得吸取的教训,改革时期政府间纵向关系的发展取得了很多成功经验,政府间纵向关系的进一步发展应根据三组要素在多个方面统合推进。
