| 摘 要： | 人类社会的不同历史阶段有着迥异的社会治理结构,进而决定了其政府组织也带有明显的时代特征。农业社会的政府组织是权力主导型的,工业社会的政府组织则是规则主导型的,今天,伴随后工业社会转型大幕的拉开,信任主导型组织必将成为政府组织的典型形态。

| Abstract: | In different historical stage of human society,the governance structure of human society is very different that the government organization is born with the clear characteristic of the times.In agriculture society,the government organization is power-dominant.And in industry society,it is rule-dominant.With the curtain of the transformation of post-industry opened,trust-dominant organization should be the typical form of government organization. |
