试论“以人为本”思想的本质内涵

党的十六大以来，以胡锦涛同志为总书记的党中央提出了科学发展观这一重要指导思想，强调以人为本是科学发展观的核心，提出建设和发展中国特色社会主义必须坚持以人为本。他结合实际，赋予了以人为本新的时代内涵，将其确立为中国特色社会主义的价值目标、中国特色社会主义的出发点和落脚点，强调必须坚持以人为本，全面推进中国特色社会主义事业的进步与发展。

On Hu Jintao's Idea of "People Oriented"

After the 16^th national people＇ s Congress; the central party of which comrade Hu Jintao was the general secretary brought forward important idea which was scientific outlook on development. He emphasized that people oriented was the core of scientific outlook on development. Comrade Hu Jintao put forward clearly on the 17^th national people＇s congress again that we must insist on people oriented in constructing and developing socialism with Chinese characteristics. Comrade Hu Jintao linked with the practice and endowed people oriented with new connotation of the times, and people oriented was set as valued goals of socialism with Chinese characteristics, also as starting and ending points. He emphasized that we must insist on people oriented and pushed the career ot socialism with Chinese characteristics comprehensively to go ahead and develop.
