| 摘 要： | 本文选用1999-2005年行业层面板数据，考察了FDI对中国制造业的行业内与行业间溢出情况，验证了中国制造业中FDI溢出效应。通过研究发现，我国制造业总体上行业内的溢出效应并不显著，而行业间的溢出效应则比较明显，对FDI后向溢出效应的进一步检验表明，处于产业链上游的行业后向溢出效应普遍存在。在统计结果的分析基础上，本文对我国FDI政策提出若干建议。

| Abstract: | On the basis of the concept of innovation economy and research on regional innovation capabilities, this paper designs the evaluation index system of innovation economy. Then this paper compares the innovation economy operation in Zhejiang, Beijing, Shanghai, Jiangsu, Guangdong and Shandong from the aspects of innovation resources, process and results, which shows the shortage of technical human resource, the insufficiency of technology supplying and low value-added high-tech industry become the bottle-neck of developing innovation economy in Zhejiang. Finally, this paper puts forward the countermeasures in upgrading its innovation economy. |
