论党在国家法治化进程中的领导方略

中国共产党是"领导我们事业的核心力量",国家的一切工作都必须坚持党的领导.党的领导是政治领导,是路线、方针、政策方面的领导,党的领导权应当是属于政党的政治权威和权力,不是直接国家权力.党在国家法治化进程中的领导方略是"依法治国",这是党在新时期领导方式的根本转变.党的路线、方针、政策和国家法律在本质上是一致的,法律实质上是党的政策的条文化、规范化、定型化.严格依法办事,保证法律的实现,是坚持党的领导的具体体现,坚持党的领导与严格依法办事是有机的统一.

On the Strategy of the Party's Leadership in the Rule of Law

The Chinese Communist Party being the core of leadership in building our cause", all kinds of enterprises in our country must be placed under the leadership of the Party, which is political leadership in terms of political lines, strategies and policies. The nature of Party leadership in itself is partisan political authority and power rather than state power. The leadership strategy in the building of law is "rule of law", which is a fundamental change in the Party's policies under the new circumstances. The Party's political lines, strategies and policies by nature are in consistent with state laws , the latter being the materialization, standardization and fixation of the Party's policies. Adhering to and safeguarding the law is the realization of leadership by the Party, and faithful adherence to the Party's leadership means strict rule of law.
