| 摘 要： | 秦始皇统治时期是中国历史上的大变革时期,其中政府组织大规模移民活动成为这一时期政治发展的重要内容.秦始皇广泛推行的移民活动对秦王朝统治的建立和巩固、国家统一、政治制度确立和边疆的开发有积极作用.移民政策成为秦始皇维护政治统治和消除内部矛盾的重要手段.

| Abstract: | Great changes took place in the period of Qin Shi-huang,in which massive migrations were organized by the central government.The massive migrations played an important role in founding and consolidating the QinShi-huang's government,uniting the nation,initiating the political system of Chinese feudal society and exploiting the border areas.Migration policy was Qin Shi-huang's important measure that safeguarded the government and eliminated the internal conflict. |
