两种国际新秩序观的斗争

国际秩序是世界上每一个国家生存和发展的基础。综观90年代以来各国关于世界新秩序的构想，真正有代表性的是两种截然不同的“国际新秩序观”。一种是以美国为代表的西方发达资本主义国家的观点；另一种是以中国为代表的反映世界大多数发展中国家的共同愿望的观点。美国鼓吹的是以美国为领导，以西方富国俱乐部为核心的国际秩序。中国同其他发展中国家长期遭受国际旧秩序的不公正待遇。为此，中国一直进行着不懈的斗争。中国政府主张，要在和平共处五项原则的基础上，建立一个和平、稳定、公正、合理的国际新秩序，它的实质是反对霸权主义、强权政治和国际剥削。

Contention between Advocators of Two Schools of Thought Concerning World Order

A review of the schools of thought in the l99Os concerning the establishment of new worldorder shows that two sharply different views are most representative. one is held by the capitalistcountries headed by America jthe other is shared by the majority of developing countries in the worldwith China as the main advocator. America proposes a world order with the rich countries in the westas the core while America itse1f grips the leadership. China is a developing country and just like otherdeveloping countries,has long been under the deprivation of the old unfair world order. For a remark-able change in the very order, China has been waging a tireless struggle. The Chinese governmentmaintains that the new world order must be established on the basis of five basic principles of worlddiplomacy with peaceful coexistence as the core. The new world order must help usher in a peaceful,stable and fair world with hegemonism,power politics and international exploitation being strongly op-posed.
