| 摘 要： | "欠发展区域"是指发展不够或发展滞后的县域或县域毗邻区,即一个以上的欠发展县或欠发展地区。欠发展地区只能采取跨越式发展模式,才能逐步赶上发展地区。欠发展区域发展模式必须兼顾超常规发展和科学发展。具体途径包括发展产业集群,促进区域分工等。

| Abstract: | This paper gives the definition of under-developed regions which include under-developed or stagnant counties or their adjacencies.Leaping-over development mode can be adopted to help the under-developed regions to catch up with the developed ones.Meanwhile,the development mode of the under-developed regions must combine the extraordinary development with scientific development outlook,which involves the approaches such as developing grouped-industries and promoting work distribution of the regions. |
