On the Solution to Breaking up "Huang Zongxi Vicious Circle" in the Government Organ Reform

The failure to get out of the circle of reduction, expansion,and once again in government organ reforms was caused by such factors as passively adaptive reform,lack of effective interaction between cancellation and amalgamation of organs and functional transformation,and more emphasis on horizontal reform than vertical one.The way to step out of "Huang Zongxi vicious circle" in the 21st century is to establish the study and service-oriented government,realize the interaction between government organ and function,combine the vertical and horizontal reforms,form a pattern of net-based reform,set up modern public human resource management system,and strengthen financial supervision and legalization.
