| 摘 要： | 在综述和评价既往关于人口承载力研究的基础上,从经济和社会两个方面论证了城市人口承载力研究面临的新背景,并指出了城市人口承载力研究中在公共服务和公共安全方面存在的新问题,最后针对问题的治理提出了相对应的政策建议。

| Abstract: | Based on the comprehensive elaboration and comment on the literature about the carrying capacity of a city,the author discussed the new economic and social context that the research encountered,then pointed out the new problems from the perspectives of public service and public security,and finally,the author put forward the corresponding policy proposals. |
