| 摘 要： | 环境信息公开是公众参与环境保护的前提。环境信息公开的架构为基于环境信息请求权的被动公开和基于政府法定职责与企业社会责任的主动公开。国外环境信息公开立法已基本确立,中国应加快环境信息公开立法的构建进程。

| Abstract: | The premise of public participation in environmental protection is the opening of environmental information. Its structure is passive opening if it is based on the request of environmental information or initiative opening if on government's legal duty and social responsibility of enterprise. The legislations of environmental information in foreign countries have been established. China must speed up construction of the legislations in making environmental information public. |
