当下，中国经济快速发展，社会局势却令人堪忧，群体事件频发，事件成因、参与主体更加复杂，后果日趋严重。其主要原因有，社会转型期阵痛、现实利益差距鸿沟加大，群众诉求渠道不畅等。政府改变发展思路，官员转变传统政绩观是治理群体事件和维稳的根本务虚环节。政府适度放权，官员讲究工作方式方法是治理群体事件和维稳的具体务实环节。培育国民理性、自信、开放包容心态是治理群体事件和维稳的精神支撑。

The Predicament of Maintaining Social Stability and Its Solutions

Recently,although the economy in China has been developing rapidly,the social situation is worrisome.The number of group incidents is happening frequently,the causes for and the participants involved in the incidents are becoming more complex,and the consequences increasingly serious.The underlying causes are the temporary pains of social transformation,the yawning gap of realistic interests,and difficult access to appeal avenues on the part of the masses.In order to address group incidents and maintain social stability,it is ideologically essential for governments to change their ideas about development,and for officials to modify their traditional views on political achievements,and it is practically critical for governments to delegate power and for officials to adopt right ways.Furthermore,it is spiritually helpful for the people to foster a mentality of rationality,self-confidence,openness and forgiveness.
