| 摘 要： | 在我国现实政治生活中就公民参与政策制定过程来说,仍然存在多方面的障碍,而这些障碍的存在又是多方面的综合因素形成的;我们不仅要从进一步发展社会主义民主政治的高度认识和把握如何消除公民参与政策制定过程中的障碍问题,而且也要在具体的制度、机制、程序、形式上认识和把握这个问题.
