| 摘 要： | 任何一种制度和包括旨在改变这种制度的新的制度安排或设计本身都会带来一系列的新问题,土地征用也不例外.土地增值收益分配有问题,其本身又会产生利益协调的问题;土地需求-供给有问题,其本身又会产生土地可持续发展的问题;公共产品与私人产品各自的特点决定了他们之间会有利益冲突问题;不同土地资源甚至是同一种土地资源之间也存在公平与效率问题.因此,就产生了一系列土地征用中在解决相关问题上的具体对策安排.
