社会资本、技术扩散与可持续发展

可持续发展已经成为全球性的话题,对于各国而言,特别是对于发展中国家而言,自然资源消耗水平的降低在很大程度上取决于他们具有吸收低消耗生产技术的能力.因为只有当采取那些对自然资源和环境服务要求较低的新技术来取代自然资源密集型的旧技术成为可能时,经济结构的转换才能得以真正实现,同时那些旨在消除自然资源市场价格扭曲现象进而保护环境的政策才有可能真正发挥作用.本文以这一现实问题为导向,对可持续发展、技术扩散、社会资本三者之间的相互影响机制进行了梯度性分析.文章指出,受到社会资本影响的技术扩散过程对可持续发展有着内生性的激励作用.

Social Capital,Technology Diffusion and Sustainable Development

Sustainable development has become a global issue. For all countries, developing countries in particular, the decline in their consumption of natural resources depends, to a large extent, on their ability to absorb low-consumption production techniques. Only when the replacement of natural resources- intensive old techniques by new techniques, which demand relatively lower standards of natural resources and environmental service, becomes feasible, can the transformation of economic structure be realized and an those polices aimed at removing distortion of prices in the natural resources market to protect environmeat play their role. Proceeding from this practical issue, with a gradient analysis of the mutual influence mechanism of sustainable development, this writer holds that the process of technology diffusion plays an innate stimulating role in sustainable development.
