| Abstract: | The New American Immigration Act is obviously intended to limit the number of low quality immigrants and to attract qualified foreign talents and capital investment. It will surely have a profound historical impact on the political, economic and social development of the developing countries. These countries will have to work out their own corresponding legislative countermeasures. |
