我国行政问责制的文本分析及其完善路径

通过梳理分析已出台的各级问责法规,指出我国行政问责制呈现出问责机制日益规范、制度发力不断增强、问责类型不断丰富的发展趋势,但制度建设过程中也面临着异体问责缺位、问责对象不全、问责方式模糊以及程序设定不规范等问题,分析提出合理推进问责主体多元化、不断拓宽问责客体范围、进一步规范行政问责方式、进一步严格行政问责程序等措施,以不断完善行政问责制。

System text analysis and its perfecting paths of administrative accountability in China

Governments at all levels have paid high attention to it and have introduced all kinds of accountability system text forms to regulate its operation since the accountability worked actually. Trough the analysis on the introduction of the accountability laws and regulations,the administrative accountability system in China shows some positive trends,such as the standardization of accountability mechanism,enhance of the function of system,prosperity of the types of accountability. However,there are also some shortcomings and deficiencies. Just like the absence of accountability for different subjects,the absence of accountability for different objects,fuzzy of accountability way and unreason of setting of program. Therefore,the administrative accountability system should be improved continuously. It is proposed to rationally promote the diversification of accountability subjects,keeping enlarging the range of accountability objects,further standardizing the administrative accountability patterns,and further ensure the strict administrative accountability procedures.
