人口与劳动力转移后贫困农村持续发展研究——以山西省北部右玉县农村典型调查为例

随着农村人口和劳动力大量向城镇转移,农村的人地关系得到调整,实际居住农民经营的耕地面积扩大、质量提高、养羊规模扩大,加上外出务工和财政补贴,农民收入较高。但是,农业生产辛苦,农村教育、医疗等基本社会服务缺失、农民生活条件差,青壮年农民依然缺乏返乡务农意愿。人地关系调整后,农业发展、农民增收和农村发展之间的分裂是农村需要继续面临的问题。

On Rural Sustainable Development After Labor Force Transfer——A Case Study of Youyu County of Shanxi Province

With large number of rural migrates and labors into urban areas, the relation between people and land in rural area are adjusted, actual residents＇ arable land area are expanded and the quality are improved. Also, the revenue and fi- nancial subsidies of migrant workers promote farmers＂ income. However, the hardness of agricultural work, poor educa- tion, health care and other public resources, low living standards contribute young farmers＂ unwillingness to return home. After the adjustment of people--land relationship, the split between agricultural development, farmers increasing income and rural development is still the problem to be faced with.
