| 摘 要： | “以人为本”是科学发展观的核心。在社会主义初级阶段必须创建各种条件实现以人为本,这就要求:大力发展社会生产力,为人的全面发展创造经济条件;建立健全社会主义民主法制,为在社会主义初级阶段实现以人为本创造政治条件;繁荣社会主义科技教育事业,为人的发展创造文化条件。
