| 摘 要： | 针对我国城市垃圾处理制度的问题入手,利用新制度经济学方法分析其存在的制度缺陷:价格扭曲、市场障碍,分析了垃圾行政管理权和经营权结合与分离的市场基础。提出了根据市场容量具有"跨域的共时性制度集合——整体性制度安排"特征的结合与分离共存模式。
