城市管理综合执法工作的困境和出路——以广州城管建设为例

城市综合管理问题是社会转型期的中国在城市化进程中所遇到的特有问题，城市管理综合执法是我国城市行政管理体制改革的突破口。从试点发展至今已经十六年，虽然取得了不少成绩，但也仍然面临着管理和信任危机。要走出城管执法面临的困境，必须转变执法理念，加强城管执法队伍建设，规范执法程序，完善法律保障机制。本文以广州城管建设为例，分析了我国城市管理综合执法面临的困境，对今后城管体制改革和发展提出了建议。

Dilemma and Solutions of the City Management in the Process of Comprehensive Law Enforcement --A Case Study of Urban Management Construction in Guangzhou

Urban comprehensive management problem is one of the special problems in social transition period, which is encountered in China＇s urbanization process. City management comprehensive law enforcement is a breakthrough of the city administrative system reform in our country. It has been sixteen years since the pilot have obtained great achievements, but it also faces many problems. To get out of the dilemma, ideas of law enforcement must be changed. Urban management law enforcement team construction should be strengthened, law enforcement procedures should be standardized and the legal security mechanism should be perfected. Taking urban management construction in Guangzhou as an example, this article discusses the dilemma and solutions of the urban management comprehensive law enforcement. Suggestions related to reform and future development of urban management system are also put forward.
