我国农村贫困治理的现状与路径

积极探索中国农村贫困治理的实践路径，是推进农村改革发展的重要举措。针对当前农村贫困人口呈“大分散、小集中”分布，农村相对贫困问题及脱贫人口返贫现象严重，部分贫困人口的脱贫难度较大现状，提出坚持扶贫主体多元化、改革农村土地制度、加强反贫困立法、建立和完善农村社会保障体系、改革农村财政制度、建立保障农民利益的组织、提高贫困人口的自我发展能力等治理途径。

Status Quo and Solution: the Impoverishment Harnessing in the Rural Areas in China

Actively exploring a way for China to harness its rural impoverishment is an important move to pushing forward the rural reform and development.Currently,the distribution of the impoverished population is characterized by both living dispersively countrywide and living concentratively in some regions. Besides, the problem of the relative poverty and the phenomenon that some people who got rid of poverty nowadays become impoverished again have become very severe, and great difficulties exist in harnessing the impoverishment of this population. It is put forward that the muhi-plication of the ＂help the poor＂subjects should be adhered to; the rural land system be readjusted; the anti-poverty legislature be strengthened;the rural social security system be established and perfected; the rural financial system be reformed; the organizations that can protect peasants＇ interests be set up; and the capability of the impoverished population＇s selfdevelopment be improved.
