Public Management Pattern for Land Acquisition and Resettlement Plot in Urban Expansion: A Case Study of Changde

Abstract： Land acquisition and resettlement is an important topic for urban expansion. The practice of Changde has reached the balance between farming protection and city expansion, and has achieved the goal of economic land use, which is an innovation. Such a management mode not only has a decisive impact on the result of land acquisition and resettlement itself, but also concerns the livelihood of the people and the city＇s scientific development. We should not avoid facing this challenge, but should understand its primary mission, construct a management pattern involving government, multiple actors, land owners and communities, and integrate the inhabitants into the urban society with an overall plan.
