中国贸易自由化进程的区域不对称性分析

贸易自由化是中国对外开放的核心内容,也是中国的总体贸易政策选择。但中国的贸易自由化进程具有明显的区域不对称性,这种不对称性源于中央政府实行的区域倾斜政策和贸易政策本身的区域效应。贸易政策区域效应产生的主要原因是沿海与内陆区域在外贸成本、产业结构方面的差异和区域间利益传递机制的缺失。倾斜政策和贸易政策的区域效应都会导致区域经济不平衡的加剧。因此,政策落差的消除和贸易政策区域效应的弱化都是减小贸易自由化进程区域不对称性的必然选择。

Analysis on Regional Asymmetry of Trade Liberalization Process in China

Trade liberalization in china is the core of reform and opening up policy and a choice made with overall trade in sight. Trade liberalization process in China entails regional asymmetry,originating from regional inclination implemented by central government and regional effects of trade policy. Regional effects are caused by different foreign trade cost and industrial structure between coastal and inland areas and the absence of interregional profit transfer mechanism. Both regional inclination policy and regional effects of trade policy exacerbate regional imbalance. Thus,eliminating policy disparity and softening regional effects of trade policy are necessary to diminish regional asymmetry in trade liberalization process.
