基于区域差异的中国财政支出结构优化研究

该文选用1978—2009年中国省际面板数据进行实证研究,发现该阶段的财政支出对经济增长有积极的促进作用,但在作用程度上,西部地区最高,中部地区次之,东部地区最小;在财政支出结构上,基本建设支出对东部地区作用不明显,但是对中、西部地区较为明显;科教文卫支出对东部地区较为明显,中部地区不明显,西部地区负相关;社会保障支出对东部地区负相关,对中、西部地区不明显。因此,还需要从财政支出结构上加以调整。

An Empirical Analysis of the Relationship between Fiscal Expenditure Structure and Economic Growth

This paper conducts empirical study of the provincial panel data between 1978-2009 and finds that the fiscal expenditure plays a positive role in promoting economic growth.But as for the extent of effect,the fiscal expenditure plays the most positive role in the western regions,followed by the central region and eastern region.When it comes to the structure of fiscal expenditure,the role played by capital construction expenditure is unremarkable in eastern region,but its role is remarkable in central region and western region.As far as the expenditure on science & technology,education,culture and health care are concerned,it affects eastern region notably,but does not have notable effect on central region,and even has negative effect on western region.The social security expenditure plays a negative role in eastern region,but in central and western region,its effect is not obvious.Therefore,it is suggested that the structure of fiscal expenditure should be optimized.
