| 摘 要： | 新疆的特殊环境要求各级政府显著提高危机管理能力。尽管自治区已确实有所作为,但有些核心问题亟待解决。主要是:危机意识缺乏、危机管理的法制缺乏、协调的危机管理机构缺乏、高效的危机管理机制缺乏、配套的危机保障系统缺乏。

| Abstract: | The unique environment of Xnjiang requires governments at all levels to markedly improve the ability to manage crises.Although the Autonomous Region has decided to make a difference,there are still issues to be resolved: lack of sense of crisis,legal shortage of crisis management,and shortage of coordinated crisis management organs,of effective crisis management systems,and of matched crisis guarantee system. |
