“一带一路”战略下外出农民工住房问题研究——基于包容性发展的视角

外出农民工在务工地的居住状况普遍较差，这既不利于农民工的城市融入，也不利于新型城镇化的进一步发展。基于各地区当前外出农民工的流动趋势及对农民工住房问题关注的侧重点，以宁波和成都为代表，对其在解决外出农民工住房问题时采取的措施及遇到的问题进行研究。从包容性发展的视角探讨“一带一路”战略的实施对外出农民工住房问题的解决带来的优势及新要求。认为在解决外出农民工住房问题时，应在全国范围内通盘考虑、统一调配资源，将短期政策和长期政策相结合，吸引社会力量形成多方合力，在解决农民工住房问题的同时促进城乡一体化发展及农民工的城市融入。

The Housing Problems of Migrant Workers in the Context of the Belt and Road Initiative: An Inclusive Development Perspective

The housing conditions of migrant workers are generally poor, which is not conducive to their integration and the further development of the new urbanization. The flow trend of migrant workers in different regions and the focus on their housing problems are analyzed. Taking Ningbo and Chengdu as examples, the paper analyzes the measures and difficulties encountered. It also explores the advantages and new requirements brought out with the implementation of the Belt and Road Initiative from the angle of inclusive development. The author suggests that we should take comprehensive consideration and make unified allocation of resources among the whole country, combine short-term and long-term policy, and attract social forces to participate and promote the integration of urban and rural development in solving their housing problems
