重庆粮食产业状况及发展对策研究

回顾了对改革开放以来重庆市粮食产业发展历程 ;分析了在全国和全市实现了粮食总量供需平衡甚至阶段性、结构性过剩后 ,粮食产业的基础性、重要性日益被掩盖 ,而低效性、弱质性日益明显 ,从而导致粮食种植面积持续大幅度减少 ,产需缺口日益增大等问题 ,指出了发展粮食生产对于促进全市农民增收 ,促进农业农村经济乃至整个国民经济的发展具有十分重大的意义 ;根据国内的自然、经济、市场和技术等条件进行比较认为 ,重庆市除小麦不具备生产优势外 ,其它粮食作物都具有一定的生产优势 ,特别是水稻、高粱、洋芋、豆类具有比较强的生产优势 ,并提出了重庆市粮食产业的发展思路、布局和对策措施。

CURRENT STATUS OF GRAIN INDUSTRY IN CHONGQING AND MEASURES TO PROMOTE ITS DEVELOPMENT

Based on a review of the history of development of grain industry in Chongqing since the practice of the reform and opening-up policy, this paper analyzes the existing problems in the industry manifested in its low efficiency and vulnerability and in extensive shrinkage of grain sowing acreage and ever expanding gap between demand and supply of grain. It is pointed out that the development of grain production is of great significance to increasing the income of the farmers and to the development of the rural economy and even of the entire national economy. With the exception of wheat, most of the major grain crops in Chongqing have comparative advantages over other regions of the country. This is particularly true of rice, sorghum, potato and beans. Proposals for the development of grain industry and its layout are offered and some countermeasures to solve the current problems are brought forth for consideration.
