民富优先导向视野的收入分配体制改革

经过30多年的改革发展,我国整体进入发展型新阶段。在新的历史阶段,推进收入分配体制改革成为转变经济发展方式的迫切要求。适应经济发展方式转变要求,收入分配体制改革重在确立＂民富优先＂的改革导向,关键是加快推进政府转型。具体而言,要以提高劳动者报酬为目标,强化政府在初次分配中的责任;以基本公共服务均等化为重点,加大政府再分配力度;加强政府自身建设。

The Reform of Income Distribution System on Realizing the People Rich Preferentially

After three decades of reform and opening-up,China has entered a development-oriented new stage.In the new historical stage,to promote the reform of income distribution system has become an urgent requirement in the economic development.In order to adapt the changing demands of economic development,the reform of income distribution system focuses on the establishment of "rich people first",to accelerate the transformation of the government.Specifically,we should aim to improve the workers’ remuneration,strengthen the government’s responsibility in the initial distribution;focus one the equalization of basic public services,increase government redistribution;strengthen the construction of the government itself.
