西部开发与民族发展

面对新世纪人类发展观的根本性转变,进一步加快西部开发应充分体现"以人为本"的新发展观。这就客观要求必须重新审视西部开发的发展思路、开发模式、战略目标,围绕"各民族共同团结奋斗,共同繁荣发展"这一新世纪、新阶段民族工作的主题,重视解决少数民族发展问题,明确西部开发不是新一轮的区域开发、资源开发、项目开发,而是一个能够真正带动西部地区各族人民经济社会全面进步的发展战略,更是一个关注长远、关注未来、关注少数民族发展的综合战略。

The Development West Regions and Nationalities Development

As fundamental changes have taken place in the development ideas in the new century, the development of west regions should embody the new development idea of "human foremost". We should examine again the development notions, modes, and strategic goals for the development of west regions. In accordance with the theme of nationalities work of "unity and striving of all nationalities, common prosperity and development", we should pay attention to the development of minorities. It is clear that the development of west regions is not a new series of regional development, resources development or project development, it should be one which brings full economic and social development for all nationalities in west regions, is a comprehensive strategy of long term, focusing on future and concerning about minorities.
