全球化时代国家利益的定位与维护

国家利益概念原本就有争议 ,而在全球化时代更面临着来自国际制度、全球问题、全球利益与全球意识等方面的挑战。在此情况下 ,民族国家必须树立新的国家利益观 ,把握以下原则 :坚持全球利益观照下的国家利益 ;注重把握国家利益的层次性和动态性 ;在确定国家利益的优先顺序基础上 ,在国际制度的框架中实现国家利益。

National Interests in Times of Globalization:Position and Maintenance

(1) The conception of national interests needs a definitive answer, which has long been a disputable problem. (2) The national interests will meet challenges from (a) an international system, a system of controllable arrangements governing the mutual dependence among nations; (b) a set of global problems such as the problems of economic development, food stuff crisis, population boost, environmental pollution, drug smuggling, etc., etc.; (c) global consciousness, an acknowledgement of the mode of thinking which transcends the difference of social system and ideology and overcomes the restraints of national states and interest blocs to observe and cognate the society and history; (d) global interests. (3)principles to be observed: a new viewpoin of national interests to be established to recoginize the position and maintenance of national interests in the framework of globalization, to pay attention to the arangements and developments of the national interests having them realized in the frame of the international system on the basis of their priority order.
