论我国多层次社会保障体系的构建

我国原有的社会保障制度与建立社会主义市场经济体制的要求不相适应，为此应实行以职工养老保险、失业保险和医疗保险为主要内容的全方位的改革，逐步形成社会基本养老保险、企业补充养老保险和个人储蓄性保险相结合的职工养老保险制度；建立起范围覆盖全部职工、费用三方合理负担、失业救济与再就业紧密结合的失业保险制度。

On the Establishment of China's Multifold Social Security Systems

China's old social security system does not fit in with the demand for the systemizing of socialist market economy, thus there should be an elfectual reform including old age insurance of the workers, unemployment insurance and medical insurance, etc.. First of all,the system of workers old age insurance should be gradually formed, combining the basic social old age insurance, the enterprise's supplementary old age insurance and the individual depositing insurance with one another. Secondly, the system of unemployment insurance for every working person should be established, the expenses being reasonably paid by the society, the enterprise and the individual respectively.
