网络政治参与无序化及其对策探究

网络已成为现代社会公民政治参与的一般性媒介。它不仅扩大了公民政治参与的渠道,深化了民主政治的内涵,而且推动了政府与公民之间的双向互动,对公民的自我完善与政府的公共决策具有积极的意义。但如果网络政治参与陷入无序化的局面,则导致将国家边缘化的倾向,对社会稳定构成威胁。因此,建构理性的政治参与文化,是防止公民网络政治参与无序化的根本之道。

Research on Disorder of Cyber-political Participation and Countermeasures

In the modern society,network has became a general media for citizen political participation,which not only expands ways of citizen political participation and deepens the connotation of democratic politics,but also greatly pushes forward the two-way interaction between government and citizen,thus it has positive significance for citizen self-perfection and the public decision of government.However,if cyber-political participation falls into a disordered state,it will lead to a tendency of national marginalization,which presents a threat to the social stability.Only by constructing rational citizen political participation culture,can we cope with the problem of cyber-political participation falling into a disordered state.
