| 摘 要： | 中国水利之所以成问题主要是因投入不足所致,因此中国水利问题首先是个投入机制问题;在水利资金供需矛盾不可能解决的前提下,新时期的水利建设要有轻重缓急,已是中国水利明显短板的农村水利,应是新时期的水利建设优先解决的问题;而解决农村水利问题,首先需要廓清的是农村水利产权属性问题。

| Abstract: | The first and foremost reason for China water conservancy as a problem is that it＇s insufficient in investment,therefore,China water conservancy question firstly is an input mechanism problem.Under the premise of the contradictions between water conservancy funds＇ supply and demand cannot be resolved,the water conservancy construction in the new period should be given priority;The rural water conservancy construction,which is the shorter board of china Water conservancy projects,should be the priority problem in the new era;And to resolve the rural water problems,we firstly need the clearance of issues on rural water property rights. |
