| Abstract: | Cai Hesen initiated the organ of the Communist Party of China and was the first editor in chief of Guide weedly.He emphasized the function of opinion publicity of the party organ.He held that the party organ should be in charge of the organ and the organ should be independent.He carried out a series of significant explorations of the organ's publication and circulation.He also thought that the personnel should have a solid Party character and be adept in their profession. |
