| 摘 要： | 加快行政管理体制改革需建设服务型政府,行政文化是行政管理的灵魂,服务型政府必须首先依靠行政文化的创新。传统的行政文化中的＂官本位＂思想、＂人治＂观念与服务型政府所倡导的以人为本、法治理念相冲突,严重阻碍服务型政府建设的进程。必须加强行政文化的创新,重塑行政主体观念,提升行政客体意识,完善行政制度文化,以消解传统行政文化对服务型政府建设的阻碍作用,从而促进服务型政府建设。
