| 摘 要： | 中国在推进现代化建设过程中面临着多方面的挑战,政治民主化发展所带来的挑战就是其中之一,政府要维持其政治合法性,只有通过自身的民主化改革,才能应对这一挑战。作为公共组织的主体,政府的价值取向塑造了公共组织成员对公共行政的认识,以及其在公共领域中的行为方式。服务型政府民主价值的确立对公共行政人员执行任务的方式设定特别的限制是十分重要和必要的。根据政治行政同一性的方法,去关注和分析服务型政府这个主题,并对这一问题进行梳理,不仅有学术意义,而且对于指明今后服务型政府建设的方向意义重大,对指导各级政府自觉建设服务型政府也具有积极的意义。 |

| Abstract: | How to realize political democracy is one of various challenges China is facing in the process of modernization.In order to maintain its political legitimacy,government has to experience reforms of democratization.As the subject of public organization,governmental value orientation may shape its members＇ views on public administration and their behavioral patterns.The exploration of democratic values of a service-oriented government not only be necessary and important to restrict administrators＇ behavior when they carry out tasks,but also be significant to theoretically and practically guide the construction of service-oriented governments at all levels. |
