| 摘 要： | 退出管理科学与否关系到并轨后公共租赁住房的有效流转和公平善用。并轨后公共租赁住房退出管理面临着退出管理政策的适用性和执行压力的困境。借鉴香港公屋退出管理的经验，并轨后公共租赁住房退出管理应夯实退出管理的基础，健全退出管理动态监管与审查纠错机制，构建科学化、人性化退出方式并培育非政府组织，实现多元监督制约。
