| 摘 要： | 农地非农化是工业化和城市化的客观要求和必然结果.目前我国正处在城市化的加速发展阶段,如何处理好农地非农化与农地保护的关系,建立有效的农地非农化调控机制,是当前亟待研究的重要课题.因而,基于农地非农化调控的要求,从农地非农化与土地利用规划的关系来探讨农地非农化的调控机制问题及创新.

| Abstract: | Nonagricultural farmland conversion is the necessary response of industrialization and urbanization. At present,our nation is at the stage of accelerative development of urbanization;how to deal with the relation between farmland conversion and farmland conservation is very important for the establishment of regulating mechanism of farmland conversion. Based on its requircments, the paper discusses the issues of mechanism innovation to harmonize their relation between farmland conversion and farmland conservation. |
