我国中西部地区建设中的法律问题探析

从中西部地区法治运作实践来看，立法薄弱滞后、法律实行困难、法律监督虚弱无力等问题普遍存在。这既有思想观念上的原因，也有经济基础建设落后的因素，更有与中西部地区法治运作实践直接关联的体制因素和人的要素。要完善中西部地区的法治建设，就应当针对中西部地区的法律问题，积极借鉴其他国家开发欠发达地区的法治经验，加强法治宣传教育，大力发展市场经济，完善立法、行政、司法体制和法律监督机制，加强法律人才队伍建设。

The Legal Issues in the Development of China＇s Central and Western Regions

Among the legal practices in China＇s central and western regions, the weak and deferred legislation, the difficult legal enforcement, the feeble legal supervision and so on were common problems there. These were resulted from ideological and economic foundations and the more radical factors such as the systematic and human ones directly related to the legal practice in these regions. To improve the development of legislation in the central and western regions, we should increase publicity and education of the law, develop market economy, perfect the legislative system, administrative system, judicial system and legal supervision mechanism, and strengthen the development of legal personnels in response to the legal problems. We should also learn from and explore the legal experience of the developed regions in America, Japan, Italy and South Korea.
