利用风险投资的牵动效应推进东北老工业基地产业结构升级

在东北老工业基地体制改革的攻坚阶段,为实现产业结构调整和升级要加快发展高新技术产业,而高新技术产业的发展需要在金融上有一种不同于常规的制度安排风险投资予以支持。阐述了目前东北地区风险投资发展滞后的现状,从风险投资对产业结构升级具有牵动效应的角度提出东北地区大力发展风险投资的必要性。在分析了东北地区发展风险投资可行性的基础上,针对东北地区由于自身原有体制积累的几个突出问题,如运作模式、资本来源结构、人才建设及传统产业投资等方面,提出了可行性建议。

Investment of Venture Capital to Upgrade Industrial Mix of the Old Industrial Base in Northeast China

During the crucial phase of systematically reforming the old industrial base in Northeast China, the venture capital shall play an important financing role in restructuring industrial mix and upgrading new high-tech industries. But in Northeast China, the investment of venture capital, as an unconventional financing means, lags behind that in other regions of China. In view of the pulling effect of venture capital investment and its necessity to upgrade industrial mix, the feasibility of developing venture capital investment in Northeast China is analyzed aiming at some main problems resulting from previous economic system, such as operation mode, structure and source of capital, talent training and traditional industries, with some advices thus proposed.
