基于制度分析的产业结构升级机理与对策

制度通过交易成本的节约、信息的传递和对微观主体的激励与约束,改变了企业的投资行为,从而改变了资源在企业内外部的配置.从计划经济向市场经济的转变过程中,资源配置的主体由政府转向了企业.制度引起的结构协调与创新效应促进了产业结构的升级.随着中国渐进式改革的进行,企业产权制度与市场经济制度不断完善,企业组织制度、投融资制度、税收制度、人口流迁制度、政府行政分权制度等配套协同效应加强了产业结构的升级.当前促进产业结构升级的根本途径在于制度创新,这就要改变经济增长方式与转变政府的职能,同时进行社会体制和行政体制的配套改革.
