浅析国民政府三十年代禁烟法规

南京国民政府在国内外禁毒舆论的压力下,从1935年至1940年发起了一场"二年禁毒、六年禁烟"运动。在这场运动中,国民政府根据不同时期的具体情况制定了具体的禁烟禁毒法规:鄂豫皖"剿总"禁烟和腹地十省禁烟的法规,它为后来的禁烟立法奠定了基本框架和实践基础;"两年禁毒、六年禁烟"运动前期禁烟立法繁多;后期立法是根据抗日需要对前期立法加以稍事修改后继续适用。这些立法为禁烟禁毒运动的开展提供了保障和指导,但是,由于各种原因,这些法规没有得到有效执行,更没有内化成基层民众的内在需要和普遍认知,所以决定了这场运动不可能取得预期效果。

On the Ban on Opium Smoking in the 1930s

Under the pressure of public opinion both at home and abroad, the Nanjing National Government started an anti-drug-abuse movement from 1935 to 1940. During the period, the government promulgated a series of laws and regulations in the light of actual conditions of different times. The laws and regulations initially became a legal guide in the movement and later became the basis for relevant laws on the ban of drugs. However, due to various reasons, the laws and regulations were not satisfactorily implemented and were not well-accepted by ordinary citizens. The movement, consequently, failed to achieve its objectives.
