论中国政府治理与善治的实践与探索

治理与善治既是一种全新的政治分析框架,又是一种先进的现代统治模式。它强调公共权力的社会化配置,需要成熟的市民社会的现实支持。合法、透明、责任、法治、回应以及有效构成了善治的精神内核,民主发展的最终结果促进了治理的实现。中国20多年改革开放的历程是一个逐渐走向治理与善治的过程。经济市场化与政治民主化的努力,法治与德治思想的提出,政府主导型治理道路的确立,村民自治、社区建设、电子政府等典型案例的展开,标志着中国在走向善治的道路上取得了突出成绩。然而,善治之路并不平坦。舶来理论的本土化、治理失效问题的解决、第三种力量社会整合功能的发挥,都向我们提出了前所未有的挑战。

Governance and Good Governance:China's Practising and Exploring of Governance

Governance and good governance is an absolutely-new political analysis framework as well as an advanced modern reigning model.It emphasizes socializational arrangement of the public power and also needs the pratical support from the mature civil society.Legitimacy,transparency,accountability,rule of law,responsiveness and effectiveness,all these constitute the spititual core of democracy.More than 20 years' experience of reform and opening is a gradual process to governance and good governance in China.The efforts made for economical marketization and political democratization,the introducing of rule of law and rule of morality,the establishing of governance mode of government guiding,the development of typical cases,such as villager autonomy,community construction and e-government,etc...all these symbolize the great achievement gained from marching to good governance.Nevertheless,the road to good governance is not smooth.The indigenization of foreign theories,the solution to invalidity of governance and the fulfillment of the third power's social functions,all these are unprecedented challenges to us.
