| 摘 要： | 公民意识是我国社会主义法治建设的主体性条件。传统社会我国农民臣民意识浓厚而公民意识缺失。为了培育农民的公民意识,必须充分发挥村民自治的宪政载体作用。村民自治为农民公民意识的培育提供理论基础、制度平台和实践基石。优化村民自治,促进农民公民意识的培育,不仅要创新自治制度,提供制度保障;而且要实现村—社联动,提供平台保障;更应落实村务公开,提供监督保障。

| Abstract: | Citizen consciousness is the independent condition of Chinese socialist law construction .Tradition-ally, the farmers have dense subject consciousness but less citizen consciousness .In order to cultivate the farmer ’ s citizen consciousness , we must give villagers autonomy full play as the government constitutional carrier .Villagers autonomy provides farmer citizen consciousness cultivation with theoretical foundation , system platform and practical cornerstone .To optimize the villager autonomy and cultivate their citizen consciousness , we must not only innovate the autonomous system , by which to provide the system safeguard , but also realize linkage between the villagers and the community, by which to provide platform safeguard .Besides, we should make village affairs more transparent and provide the surveillance safeguard . |
