信息技术在民族关系危机预警管理中的应用

利用政府电子政务平台和互联网信息技术，结合民族关系预警机制的信息汇集、信息分析、警情研判、警级发布、警势预控、应急管理功能链条，可以形成包括危机监测与信息收集、危机评估与信息处理、危机预警与数据计量、危机预控与应急处理、应急处理子系统的民族关系危机预警信息管理系统。只有当这些子系统及信息技术——贯穿到民委组织系统的各个职能部门中去并协同运转，民族关系预警机制才能发挥其最大的效用。

The Application of IT to the Warning System of Ethnic-Relations Crisis

An information management warning system of ethnic-relations crisis including monitoring, information collecting, crisis assessment and warning, information processing, data measurement, crisis precontrolling, emergency management （EM） and subsystems of EM could be established through the application of governmental E-net, Internet IT, the collection and analysis of information publicizing and precontrolling of crimes as well as EM functional chain. When all the functional divisions of Nationalities Committees of China utilize these subsystems and IT, the warning system of ethnic-relations crisis would be fully played and show its effectiveness.
