城乡统筹视角下农地使用权流转机制的构建

随着社会主义市场不断的深入发展,土地作为人类生产生活必需的重要稀缺资源,其流转形式越来越受到学者们的关注。从城乡统筹角度切入,以马克思主义地租理论为基础,结合新公共管理主义以及国内外的实践经验,提出了适应中国国情的土地流转机制。即政府应当实现"掌舵而非划桨"的职能转变,放松对土地流转的管制,加强对土地用途的管制。政府应该加强立法,做好监督与服务工作,引导构建良好的土地市场,健全农村社会保障制度。
