| 摘 要： | 20世纪90年代中期中国实施"(资源)走出去"战略以来,中石油、中石化、中海油等三大能源巨头积极实施走出去战略。它们走出去的国家涉及34个。走出去的模式主要有开发服务协议模式、并购模式、贷款换石油模式、资源竞标模式。各种模式均有自己的优缺点。对上述四种模式进行SWOT分析后发现,并购-能源资源意标-贷款换石油-开发服务协议(合同)意标是较优的顺序选择模式。同时,政府应该帮助企业进行风险评估,严防政治风险;多方联合,最大限度地规避投资风险;争取政府及相关机构的支持以降低风险,等等。 |

| Abstract: | The China’s three energy giants,PetroChina,Sinopec and CNOOC implement the strategy of going out actively since 1995.There are 34 countries where these energy enterprises have gone out.Four modes of going out have been created,such as exploitation services agreement mode,M & A mode,the loan-for-oil mode,and resource bidding mode.Every mode has its own advantages and disadvantages.After the SWOT analysis,this paper puts forward the possibility selection order of these four modes and brings out the possible ways to avoid risks.The first way to avoid risks is to assess carefully to prevent political risk.The second way to avoid risk is to multi-joint to avoid investment risk.The third way to avoid risk is to try to get the support of China’s government and relevant agencies,and so on. |
