| 摘 要： | 从历史发展的视角来看,建设社会主义新农村一直是广大国民的迫切愿望和中国共产党人的奋斗目标.改革开放之初,农民自发首创走上自下而上探索社会主义新农村建设的改革实践之路;随即,党和政府大胆决策,一步一步既自下而上又自上而下地主动引导了社会主义新农村建设的市场化改革的三个推进发展阶段的历史进程,并且取得了举世瞩目的伟大成就,为新世纪新阶段实施的"以工补农、以城带乡"的"生产发展、生活宽裕、乡风文明、村容整洁、管理民主"的社会主义新农村建设打下了良好和坚实的基础.
