| 摘 要： | 产业升级的重要意义在于揭示了产业结构的历史发展进程 ,但它对地区整体竞争力的提高并无直接意义。产业素质升级是以提高地区整体竞争力为目标 ,以政府资源创造为前提 ,通过产业资源创造 ,提高地区内产业质点素质和产业协同性。因此 ,产业素质升级对地区经济来说具有更直接的实质性的意义。

| Abstract: | This paper argues that the significance of industry upgrading lies in the fact that it exposes the process of the historical development of the industrial structure.But it does not have immediate significance upon the general improvement of the regional competitiveness.Industry quality upgrading is aimed at improving the general regional competitiveness,takes the creation of government resources as the prerequisite,and creates through industry resources,and promotes the particle quality and the industrial cooperativeness within the area.Industry quality upgrading is more meaningful for regional economy. |
